Greater Bengaluru Development Minister Krishna Byre Gowda on Monday (November 2) directed officials to completely digitise the Transferable Development Rights (TDR) system, bringing the entire process under a single online platform. The system will cover the total process from application and verification to issuing the certificate and subsequent transactions.
Mr. Gowda was addressing Greater Bengaluru Development Authority (GBDA) officials at Vikas Soudha. The digitisation move has been planned to make the process of obtaining TDR more transparent and reduce delays, and facilitate faster land acquisition for road widening and other infrastructure projects.
The Minister said that the road widening and construction of new roads were essential to finding long-term solutions to Bengaluru’s growing traffic congestion. For landowners, however, compensation was being given through TDRs, while procedural delays in the system had affected TDR’s effectiveness in facilitating land acquisition.
Mr. Gowda pointed out that the existing TDR mechanism continued to depend largely on physical files. Meanwhile, the absence of proper tracking mechanisms and transparency had led to public dissatisfaction and undermined confidence in the system.
The proposed digital platform will cover the entire lifecycle of TDR, including the recording of road and property details, verification at different stages, scrutiny, and issuance of certificates. The purchase and sale of TDR certificates and their final utilisation will be brought under the online system.
The Minister said the platform would enable property owners and applicants to track the progress of their applications. The move will end the need for repeated visits to government offices or depending on intermediaries, he said.
