Insight There are several crucial questions when it comes to the safety of women passengers using app-based rides. Should the responsibility for staying safe always begin and end with the woman in the back seat? What responsibility should the mobility system itself bear for keeping women safe? The National Commission for Women’s (NCW) new guidelines for the safety of women passengers using digital transport services seek to make women’s safety a shared responsibility of platforms, authorities, and law enforcement. Key takeaways: The NCW guidelines aim to strengthen preventive safeguards, improve coordination between key stakeholders, and establish stronger response mechanisms at different stages of a woman’s journey. The real test lies in implementation. Coordination will matter as much as the technology. A route-deviation alert is useful only if someone responds immediately. An SOS button matters only if a functioning response system backs it up. A complaint mechanism means little if a woman still has to repeatedly explain what happened. For women, safer mobility is about being able to travel with confidence when the systems designed to protect them work when they need them.
