A press release by DEO further said that all 37 forms were scrutinised by the BLO/AERO who found that three electors who were claimed to be dead were found alive at their addresses. The Electoral Registration Officer (ERO) of Mustafabad constituency has lodged a police complaint on Friday (November 7, 2026) seeking FIR under Section 31 of RP Act against the BLA following The Hindu’s report that false Form 7s have been filed seeking deletions of voters who are living at their addresses.
The north east District Election Officer (DEO) Ajay Kumar told The Hindu that election officials have verified the news report independently and found 36 of the 37 Form 7s to be false/fabricated. “In connection with reports appearing in print and social media regarding false and fabricated Form-7, a police complaint has been lodged today by the ERO for registration of an FIR under Section 31 of the RP 1950 against the BLA,” a press release from his office also stated.
The Hindu reported on October 30 that in polling part area 129 of Mustafabad constituency, 28 Form 7s seeking deletions of electors found to be living in the area were filed by a BLA registered under Bharatiya Janata Party (BJP), Chandra Shekhar Nainwal, as per Election Commission of India (ECI) records till October 28. While Mr. Nainwal denied filing these applications and any association with BJP, speaking to The Hindu, nine fresh applications were filed naming him as objector on October 29-30. The reasons cited in these applications were “absent/permanently shifted” and “dead”.
It further said that all 37 forms were scrutinised by the BLO/AERO who found that three electors who were claimed to be dead were found alive at their addresses. All others were also found living at their addresses, as reported by The Hindu.
“Only one case is found to be true whereas 36 cases are found to be false/fabricated. Since the BLA/Objector has knowingly made false statement or declaration in the Form-7, action under Section 31 of the RP act has been invoked for making false statement /declaration in writing in connection with preparation /revision of electoral roll,” the release mentioned.
It stated that verification and inquiry in respect of other Form-7 applications is in progress. As per The Hindu analysis, over 77% of the total 1,021 Form 7s received till November 3 names 20 BJP BLAs as objector. All are against Muslim electors, and several have been found residing at their addresses in different areas.
“Necessary action, as per the guidelines of the Election Commission of India and the extant Act, shall be taken,” the DEO stated in the press release.
