Woman raped and tortured in Bihar’s Begusarai; one arrested

A woman associated with JEEviKA didi, better known as a Self-Help Group (SHG) in Bihar’s Begusarai, was held captive in a hotel, brutally beaten and raped.

The victim said that the accused also recorded a video of the entire incident, which later went viral on social media on Tuesday (September 28, 2026). Based on the victim’s statement, police lodged an FIR for the incident, which took place on Monday (September 27, 2026), in the Nagar Police Station Area.

According to the police, late in the evening on Tuesday, a woman submitted a written complaint at the Begusarai Nagar Police Station alleging that she was raped at knifepoint, beaten and an obscene video of the act was recorded.

According to the victim’s complaint, the incident occurred around 7.30 a.m. on Monday, when she was out to collect loan repayments from women belonging to a self-help group. On the way, she encountered a neighbour, Vikram Sahni, who tricked her into getting onto his motorcycle.

As per police, the accused took the victim near Alka Cinema, where one Rohit Kumar was already present. Under the pretext of having a conversation, the accused took the victim to a nearby hotel.

Police also stated that inside the hotel room, the accused locked the door, forcibly raped the victim at knifepoint and recorded a video, which they subsequently circulated.

It also added that the victim managed to escape from the hotel and returned home, where she informed her family members about the incident.

“The victim was taken for medical examination at Sadar Hospital, Begusarai, under the supervision of a female police officer. Begusarai police have registered the case under several sections of the Bharatiya Nyaya Sanhita (BNS) concerning rape, blackmailing, and life-threatening assault of a woman (under Sections 127(2), 115(2), 74, 76, 64, 3(5) BNS & 66(C), 66(D), 67 IT Act),” police said in the press statement on September 29, 2026.

It added that the crime scene was inspected and evidence was collected by the FSL team. During the investigation and going through the CCTV footage, it was revealed that the accused named in the FIR, Rohit Kumar, was seen entering Room No. 203 at Hotel Blue Diamond alone at 07:01 a.m. on September 27, 2026,” police said.

As per police, the victim was seen entering the hotel at 7.33 a.m. and the accused, Rohit Kumar, met the victim near the stairs on the second floor, and both were seen entering Room No. 203 together via the hotel corridor. At 12:33 p.m., the named accused, Rohit Kumar, and the victim exited the hotel together, walking from Room No. 203 through the hotel corridor.

The victim has also recorded her statement before the Court under section 183 of the Bharatiya Nagrik Suraksha Sanhita.

Of the two, Vikram Kumar Sahni, a named accused in the case, has been arrested by the police. Both accused Rohit Kumar and Vikram Kumar Sahni are brothers-in-law (wife’s brother and sister’s husband). Raids are being conducted to arrest the second accused.

Leader of the Opposition in Bihar Legislative Assembly Tejashwi Yadav posted a message on social media platform X over the incident alleging that law and order in the state has collapsed.

“In Begusarai, Bihar, such a heinous incident of rape, assault, and exploitation of a young woman has occurred that it cannot be described. There is an atmosphere of insecurity, injustice, and oppression all around because Bihar is now ruled by beasts, devils, and demons. Prime Minister Narendra Modi ji is silent despite hearing the screams and shrieks of these daughters so that he can come to Bihar during elections and once again cry foul over the return of jungle raj.”
